🔥 Ontario Poker Market Defies Downtrend with Robust May 2025 Rebound
Data sourced from iGaming Ontario (iGO) confirms a significant resurgence in Ontario’s online poker sector for May 2025, punctuating six months of decline with record-setting performance across key metrics:
- Revenue: $6.3 million (CAD), an 18.9% year-over-year (YoY) increase and the third-highest monthly total since market launch.
- Player Spending: $129.0 million (CAD) in wagers, up 11.6% YoY.
- Market Position: Online poker captured 2% of Ontario’s total iGaming revenue ($338.0 million), while casino (77%) and sports betting (21%) dominated.
Table: Ontario iGaming Performance Breakdown (May 2025)
What's fuelling this rebound?
WSOP Toronto’s Delayed Impact:
April’s WSOP Circuit Toronto (8,203 entries, $7.56M prize pool) fueled qualifier traffic via GGPoker Ontario, driving sustained player engagement into May. Online qualifiers surged to 413 (vs. 2024), creating a pipeline of high-intent players
Broader iGaming Tailwinds: Ontario’s overall iGaming ecosystem hit unprecedented scales
Record wagers:
$8.07B (first time >$8B), up 28.9% YoY
Higher player yield:
Average revenue per player rose 10% to $316 despite a 2% drop in active accounts (1.07M), indicating increased spend by core users
Strategic Promotions:
WSOP Las Vegas satellites on platforms like GGPoker (via "Road to Vegas" promos) leveraged May-June event hype, likely amplifying poker activity
Future Levers for Growth:
- Regulatory Catalysts: Rumors of a multi-provincial liquidity pool (e.g., Alberta-Ontario linkage) could address player-pool limitations, though no policy is confirmed.
- Grey Market Pressure: ~16% of Ontario gamblers still use unregulated sites, highlighting retention challenge
⚖️ Ontario AG is seeking legal approval for cross-border poker liquidity

Attorney General Doug Downey is spearheading a landmark legal effort to integrate Ontario’s online poker market with the regulated U.S. player pools, positioning the province as a potential pioneer in cross-border igaming liquidity. The initiative, announced at the July 2025 NCLGS summer meeting, aims to replicate the success of multi-jurisdictional networks like the U.S. Multi-State Internet Gaming Agreement (MSIGA)
Legal Framework and Objectives
Reference Case to Court of Appeal: Ontario filed an Order-in-Council in February 2025 seeking a ruling on whether the federal Criminal Code permits Ontarians to gamble with players outside Canada. A hearing is scheduled for November 26–28, 2025. While generally unpopular with local players, the move is favored by operators and lawmakers.
Proposed Model: Players in approved jurisdictions (e.g., MSIGA states, regulated European markets) could join Ontario poker tables, but Canadians outside Ontario would remain excluded unless inter-provincial agreements were forged.
Regulatory Hurdles
Wire Act Concerns: U.S. federal law restricts cross-state gambling data sharing; its application to international borders is untested.
MSIGA Exclusion: The compact currently bars non-U.S. jurisdictions, though Ontario could pursue bilateral deals with states like Michigan or New Jersey.
Stakeholder Pushback: The Canadian Lottery Coalition continues to lobby against the plan, citing jurisdictional overreach.
What this all means for Ontario Poker players is still unclear for now. Until the Court of Appeal rules on these jurisdictional issues, everything is up in the air. Merging player pools with the MSIGA states certainly feels like a better proposal than opening up to the international market and all the game integrity pitfalls that come with it. It is my view that the Ontario AG has a great idea here that features the best of both worlds. Integrating with the US market maintains a high level of regulation and softer ring-fenced player pools while also opening up greater liquidity for the operators and increased tax revenue for the government. Nearly everybody will be happy with that solution. Ontariopoker.ca fully endorses the proposal of the Attorney General.
